‘I fully apologize’: Parole denied for driver who killed 2 in southern Utah crash

ST. GEORGE — Julie Ann Budge was previously sentenced to serve prison time after striking and killing two cyclists in 2022. She testified at a parole hearing last month.

On Feb. 11, Budge, 49, appeared before the Utah Board of Pardons and Parole for a parole hearing held at the Utah State Prison in Salt Lake City, during which she testified before the board under oath.

Budge is serving two terms of up to five years in prison after a jury found her guilty of two third-degree felony counts of negligent automobile homicide. She was acquitted of two counts of leaving the scene of an accident resulting in death following a jury trial held in January 2024, St. George News previously reported.

The board found that Budge’s ongoing behavior warranted additional incarceration and time to complete the necessary programs to reduce the risk of recidivism. Her release in 2028 would be contingent upon Budge completing all her classes and courses, including moral recognition therapy and residential substance abuse treatment, as well as maintaining a clean prison record devoid of any disciplinary actions.
